If you have lost your Chrome bookmarks due to getting a new computer or Windows crashing, there are two ways you can get them back.
RECOVER BOOKMARK FILE
If you did not use a Gmail account to sync them, then you should be able to recover them from your computer.
Open File Explorer
and browse to this folder
C:\Users\EXAMPLE USER FOLDER\AppData\Local\Google\Chrome\User Data\default
Note that EXAMPLE USER FOLDER will normally be your username in Windows 10 and also that AppData is an hidden folder.

There will be a file there called Bookmarks
Copy this file into the same location on your new computer taking in to account that your username might not be the same
SYNC WITH GOOGLE ACCOUNT
If you have a Google account which you used to synchronize with Chrome, all you have to do is the following:
Open Chrome and go to the menu (3 dots top right), then select Settings
There will be a file there called Bookmarks
Copy this file into the same location on your new computer taking in to account that your username might not be the same
Select Sign in to Chrome and login with your Google account email and password
Within minutes, your bookmarks should come back.
